QuIC Position Paper on the Quantum Europe Strategy

On 2 July 2025, the European Commission published the Quantum Europe Strategy: Quantum Europe in a Changing World, outlining a bold vision to make Europe a global leader in quantum technologies by 2030.

As the collective voice of the European quantum industry, the European Quantum Industry Consortium (QuIC) welcomes this initiative and has prepared a comprehensive Position Paper in response.

About this Paper

This document represents the consolidated input of about 60 QuIC members and affiliates, gathered through an intensive consultation process. It provides:

• A critical review of the Quantum Europe Strategy

• Concrete policy recommendations across all key areas

• Identification of implementation gaps and emerging themes

• International perspectives from QuIC’s global membership

Topics covered include quantum research and innovation, infrastructure, software and algorithms, dual-use and space applications, skills development, and sustainable growth.

Why it matters

The Position Paper is intended as a constructive contribution to EU policymaking and the upcoming European Quantum Act. It offers a strategic, industry-informed roadmap to help translate scientific excellence into industrial capacity, market leadership, and European technological sovereignty.
