The United Nations International Computing Centre (UNICC), an international intergovernmental organisation, seeks proposals for the provision of Quantum Solutions and Services.
The purpose of this RFP (UNICC/RFP/2025/00217) is to establish long-term agreements with qualified companies for the following Quantum Solutions and Services:
· Lot 1: Quantum Key Distribution (QKD).
· Lot 2: Quantum Public Key Infrastructure (PKI).
· Lot 3: Quantum Security Assessment.
In response to the RFP, Companies are invited to propose for all or any of the above listed Lots.

KEY DATES
Please note key dates as follows:
1. Deadline for queries: Should you have any queries regarding this RFP, please transmit them via email at info@euroquic.org by using the Annex 11 – Question and Answer Template provided as part of the RFP Documents by no later than 22 December 2025. The subject of your email should read: “QUESTIONS: UNICC/RFP/2025/00217”.
2. Bidders’ Conference: A virtual Bidders’ Teleconference, to which attendance is OPTIONAL, will be held on 23rd January 2026 at 2 pm CET. The purpose of this teleconference is for the UNICC team to explain the requirement under this RFP and address any questions you may have. Please contact directly QuIC Central Team for further information info@euroquic.org
3. Deadline for submission of proposals: Proposals in response to this RFP shall be submitted via email at info@euroquic.org by no later than 13 February 2026 at 5 pm (CET). DO NOT submit your proposals via any other means. Late submissions will not be accepted. Important: It is the responsibility of bidders to ensure that they have taken all steps to submit their proposals in advance of the above closing date and time.
SUBMISSION OF PROPOSALS
- Proposals shall be submitted electronically, via email, at the following dedicated via the QuIC Central Team info@euroquic.org
- The proposal shall include the complete technical and financial proposals, together with Annex 9 (Cybersecurity Questionnaire), and requested supporting documents or annexes:
All information and documentation related to the technical proposal (including Annex 2, Annex 3 and Annex 10) shall be included in the “Technical Proposal” email ONLY.
All information and documentation related to the financial proposal (including the Annex 4, Annex 5, Annex 6, Annex 7, and Annex 8 shall be included in the “Financial Proposal” email ONLY.
All information and documentation related to the Cybersecurity Questionnaire (including Annex 9) shall be included in the “Cybersecurity Questionnaire” email ONLY.
- Proposals shall be submitted in three separate emails, as follows:
a. Email 1: Technical Proposal, with Email Subject indicated as follows: UNICC/RFP/2025/00217 – Technical Proposal – Bidder: Name of Your Company
b. Email 2: Financial Proposal, with Email Subject indicated as follows: UNICC/RFP/2025/00217 – Financial Proposal – Bidder: Name of Your Company
Note: The financial proposal documents included in the email shall be password-protected. Upon completion of the technical evaluation, UNICC will request the password to the companies deemed to be technically compliant.
c. Email 3: Cybersecurity Questionnaire, with Email Subject indicated as follows: UNICC/RFP/2025/00217 – Cybersecurity Questionnaire – Bidder: Name of Your Company
Maximum size of each individual email is 10 MB. If your Technical or Financial proposal is more than 10 MB, please do zip them if necessary, or arrange the files in batches and transmit them in separate emails, indicating email sequence as follows:

- If you include in any of your emails a downloading link for us to access the files, please ensure UNICC will be able to download the files without any obstacle such as authentication password or encryption. In case authentication password or encryption is required, please provide in your email the instructions to access the files.
- Please allow sufficient time for emails to travel and arrive at the mailbox safely and timely. Do not send the proposals at the last minute since due to Internet traffic it may arrive as late submission.
- Important Note: Do not mix Technical Proposals and Financial Proposals in the same email. Failure to comply with this instruction may render your proposals disqualified.
