Europe is preparing the next phase of the EU Chips Act, also referred to as Chips Act 2. This review is a major opportunity to strengthen Europe’s position in quantum technologies and secure the strategic capabilities needed for future quantum hardware. QuIC has published a Position Paper that outlines what the quantum industry needs from this next phase.
The paper highlights four key priorities:

Make Quantum Chips a central pillar of Chips Act 2, with targeted support for pilot lines, foundries and scalable manufacturing.

Strengthen the full value chain from design to fabrication, packaging and cryogenic testing to help companies grow in Europe.

Ensure clear rules for IP, access and sustainability across pilot lines so that industry can use results effectively.

Adopt a balanced approach to international partnerships that protects critical capabilities while keeping Europe globally connected.
It also stresses the importance of enabling technologies such as integrated photonics, cryogenics, lasers and control electronics, which are essential for scaling quantum systems. Investments in these areas will help accelerate industrial use cases in computing, sensing, communications, automotive, health and energy.
