Shaping the Future of Europe’s Quantum Governance
As the European Union prepares the next generation of Joint Undertakings under the Multiannual Financial Framework (2028-2034), QuIC has published its official response to the European Commission’s Call for Evidence on the Single Basic Act for Joint Undertakings. The paper presents the collective views of Europe’s quantum industry on how the future European Partnerships landscape should support the commercialisation and industrialisation of quantum technologies.
The response argues that quantum technologies should be recognised as a single strategic technology domain, requiring dedicated governance, funding, and industrial coordination. QuIC recommends the creation of a dedicated EuroQuantum Joint Undertaking, providing a coherent framework that brings together quantum computing, communication, sensing, enabling technologies, infrastructure, supply chains, standards, skills, and industrial deployment under one strategic programme.
While supporting the Commission’s objective of simplifying the Joint Undertaking landscape, the paper highlights that administrative efficiency should not come at the expense of strategic focus. It outlines practical recommendations to ensure Europe can accelerate innovation, strengthen industrial competitiveness, improve access for SMEs and scale-ups, and create funding instruments that support the journey from research to commercial deployment.
The whitepaper also examines alternative governance models, the importance of stronger links between quantum and adjacent strategic technologies, and the need for flexible, mission-driven funding instruments that will enable Europe to remain globally competitive in quantum technologies.
